Pre Qualification Criteria
Bidder shall be a manufacturer having valid own manufacturing license or direct importer having valid import license issued by competent authority. Distributors / Suppliers / Agents / Loan licensees are NOT eligible to participate in this e-Tender
The manufacturer should have received a valid cGMP as per revised Schedule ‘M’ issued by Licensing Authority and WHO-GMP inspection certificate in line with the WHO certification scheme on pharmaceuticals being quoted, from the regulatory authority (RA) in India. Bidders should submit a valid (at the time of bid submission date) product wise Certificate of COPP/WHO-GMP issued by Regulatory Authority of State/ CDSCO, for each item offered. Items for which FDA do not issue manufacturing license but issue repacking license, firm should have valid repacking license
Bidder’s Average Annual turnover in the last three years shall not be less than Rs. 50 Crores
Bidder or direct importer’s principle firm should at least have 3 years Market Standing as a manufacturer/direct importer for each drug quoted in the tender as manufacturer/direct importer.
Bidder or direct importer’s principle firm should have permission to manufacture the item /drug quoted as per specification in the tender from the competent authority. The imported product will be accepted in Generic/Brand Name with Govt. of Kerala Logogram affixed/printed
Tenders should not be submitted for the product/ products for which the concern / company has been blacklisted on quality grounds by Government of Kerala or by any other State / Central Government organization
The Company / Firm which has been blacklisted either by Tender Inviting Authority or by any State Government or Central Government Organization should not participate in the tender during the period of blacklisting.
The quoted price is inclusive of door to door delivery charges. Under no circumstances, we will collect products from the depot of courier companies. If in any case we have to collect from the deport of courier companies, we will charge a flat rate of Rs 5000/- for upto 10 kgs, after which Rs 300 will be added for each additional kilo gram
Products should be supplied only upon receipt of a valid purchase order from MVRCCRI.
Once the PO is received, items have to be supplied within a time period of 48 hours. In an emergency situation, we may request to deliver the product before this time frame and no extra charges must be incurred for this arrangement.
Products supplied to us must have a minimum shelf life of 6 months, unless otherwise agreed.
Near expiry, damaged and non-moving products will be sent back to the supplier and a credit note must be issued to us within 7 working days, failure to issue a credit note will result in deducting the said amount from the supplier without any prior notice
In the case of oncology medicines, the Patient Assistance Program (PAP) is coordinated by “Pratheeksha”, a not-for-profit organisation, authorised by MVR CCRI.
The credit period will be 90 days from the date of Goods Receipt Note (GRN). The management reserves the right to extend the credit period, but this will be intimated to the supplier 30 days in advance.
The organisation participating in this e-tender must be ready to execute an assurance bond worth Rs 500/- on stamp paper declaring that they will not supply the same drugs at a lower price anywhere in Kerala. If this assurance is violated, we will initiate legal proceedings and will also blacklist the products.
Minimum period for rate contract will be for 1 year from the date of signing the agreement. Under no circumstances, rate revision is allowed, except there is an increase in the MRP with margin being constant.
We do not charge a fee for participating in this e-tender and we have not authorised anyone outside of MVR CCRI to conduct price negotiations.

Bidder/manufacturer should have annual production capacity at least double the quantity of each item mentioned in the tender document. If more than one drug is quoted, production capacity shall be calculated cumulative for those particular formulations. It is mandatory to quote the tendered qty. If annual production capacity is less than the double the quoted quantity and/or the quoted/offered quantity is less, bid shall be rejected.

At any time prior to the date of submission of Tender, Tender Inviting Authority may, for any reason, whether on his own initiative or in response to a clarification requested by a prospective Bidder, modify the condition in Tender documents by an amendment. All the prospective bidders who have received the tender document will be notified of the amendment only through website, i.e. www.mvrcancerhospital.com and that will be binding on them. In order to provide reasonable time to take the amendment into account in preparing their bid, Tender Inviting Authority may at his discretion, extend the date and time for submission of tenders.
